All Vendors planning to bid on All Aboard Florida's sub-contractor opportunities must be certified through the Florida Department of Transportation's Equal Opportunity Office or registered veteran-owned firms by the U.S. Department of Veterans Affairs to receive credit for participation under these programs.

DBE Outreach efforts to date

All Aboard Florida (AAF) is proud of the outreach efforts it has undertaken to date to include small and disadvantaged firms in the procurement process for the project.


Starting in 2013, AAF held two major events specifically targeted for this outreach effort. The MBE/WBE/DBE/VOSB/SVOSB Outreach Forums were held in the two regions in Florida where major station construction will occur. The first forum was held on June 14, 2013 in Orlando (Central Florida) and the other on June 26, 2013 in Fort Lauderdale (South Florida). Both events included a briefing on the project as well as a separate opportunity to meet with over 20 potential vendors on the project individually to explore teaming. A database of firms was created and established for future outreach based on these events.

Two similar events were held this past year. On June 13, 2014 an update event was held in Orlando with over 200 attendees. On June 27, 2014 an Update event was held in Fort Lauderdale with over 150 attendees. Each of these events included targeted networking opportunities with prime contractors who interacted with the disadvantaged firms. The prime contractors at each event also introduced themselves individually as part of the formal program and confirmed their commitment to meaningful participation by disadvantaged firms.
